Community Governance Review (Stage Two)
Surrey Heath Borough Council launched a borough-wide Community Governance Review, following a decision made at the Full Council meeting on Wednesday 16 July 2025.
The review is being carried out to make sure local governance arrangements across Surrey Heath continue to be effective and reflect the identity and interests of local communities.
We have evaluated feedback from stage one of the Community Governance Review and the Council has agreed to conduct a second stage for the below areas:
- Unparished areas (Camberley, Frimley, Frimley Green, Mytchett, Deepcut, Heatherside, and Parkside)
- Bagshot and Lightwater
- Windlesham Village
Bisley, Chobham and West End are not being consulted further on whether there should be changes to the parish arrangements in their areas. No further changes in these areas are being proposed, except in relation to the area of Scotts Grove Road, Chobham where the residents of the three properties in 'Bisley detached' will be directly consulted.
Unparished areas
This includes the areas of Camberley, Frimley, Frimley Green, Mytchett, Deepcut, Heatherside, and Parkside.
We want to know if residents in parts of Surrey Heath, that don’t currently have a parish council, would like one.

Windlesham Village
We want to know if you think Windlesham should:
- Keep the existing combined arrangements (with Bagshot and Lightwater);or
- Form a single parish for Windlesham Village

If Windlesham residents choose to form a separate new parish for Windlesham village, we want to know if you would like to:
- Keep Bagshot and Lightwater as a combined parish; or
- Form separate new parishes for both Bagshot and Lightwater
