Consultation information
Surrey Heath Borough Council is asking Windlesham village residents for their opinion on how your local community should be represented in the future.
Currently, Windlesham Parish Council covers the villages of Bagshot, Lightwater and Windlesham.
We want to know if you think Windlesham should:
- Keep the existing combined arrangements (with Lightwater and Bagshot);or
- Form a single parish for Windlesham Village
What is a parish council?
A parish council is the most local level of government, representing a specific community, focusing on local issues.
It manages community amenities such as allotments, village greens, cemeteries and community centres, supporting projects like play areas, footpaths, and community events.
Parish councils also act as the voice of the community, for example by providing formal input on planning applications and other local decisions as a statutory consultee.
Why have a parish council for Windlesham only?
- Councillors would be elected to represent the Windlesham village area only.
- Spending priorities could focus directly on Windlesham village’s needs, such as village infrastructure, green spaces
What happens to Parish funds?
If the current parish splits, any monetary balances held by Windlesham Parish Council will be split in line with the populations of each area. Windlesham would receive 25% of current balances.
What happens to Parish assets?
Any physical assets currently owned by Windlesham Parish Council, such as land or buildings, located within the boundaries of the newly proposed Windlesham parish will be transferred to the new parish council. This council will then be responsible for their maintenance and management. Examples include Kings Lane playground and Windlesham War Memorial.
Assets currently owned by Windlesham Parish Council that fall outside the new parish area, such as Hook Mill Lane Allotments, would transfer to a different parish council, which would then be responsible for their maintenance and future management.
Considerations
Residents should consider both the pro and cons when forming a new Parish Council such as increased local focus against less spending power.
