Surrey Heath Borough Council has a Cumulative Impact Assessment (CIA) in place for a defined area of Camberley Town centre as part of its Statement of Licensing Policy. The purpose of the CIA is to help the Council as the Licensing Authority to limit the licences that it grants in an area where there is evidence to show that the number or density of licensed premises is having a cumulative impact that may be contributing to problems that are undermining licensing objectives. Licensed premises include places which sell alcohol, provide late-night hot food and hot drinks (between 11pm and 5am), or where a range of sporting, music or performance events take place. The licensing objectives are:

• the prevention of crime and disorder;
• public safety;
• the prevention of public nuisance;
• the protection of children from harm.

The map shows an area of Camberley forming a rough rectangle, and including High Street to the junction with London Road, London Road to the junction with Lower Charles Street, Upper Charles Street to the junction with Pembroke Broadway, Pembroke Broadway to the junction with High Street.

The current CIA came into effect in 2021, the Council is required within three years to consider whether there is a need to retain the CIA or whether it can be removed from the Surrey Heath Licensing Policy. In order to make this decision the Council must consult the following statutory consultees:

• the chief officer of police for the area
• the fire and rescue authority for the area
• persons/bodies representative of local premises licence holders
• persons/bodies representative of local club premises certificate holders
• persons/bodies representative of local personal licence holders, and
• persons/bodies representative of businesses and residents in its area

Results

All responses to this consultation will be carefully considered. If having done so the Council is no longer of the opinion that there is need for a CIA, a statement to this effect will be published and the Council's Statement of Licensing Policy amended accordingly.

If the Council decides that it does remain of the opinion that there is need for the CIA, it will revise the CIA to include a statement to that effect and set out the evidence as to why it remains of that opinion.
