What is a Call for Sites and why is it being undertaken? 

As part of plan making, the Council is expected to carry out a thorough audit of land available for development in the Borough. A Call for Sites is one aspect of this work. It allows landowners, site promoters and communities to suggest possible sites for development to the Council.  

What will happen to sites submitted through the Call for Sites process? 

The Council will assess each site's suitability, availability, and achievability. A summary of these assessments and their outcome, together with the process followed will be published in a Strategic Land Availability Assessment (SLAA). The SLAA will, together with other evidence, help the Council identify possible sites for inclusion within the emerging Surrey Heath Local Plan Review 2040.

What sites are we looking for and where?  

The Council is looking for sites to accommodate all types of development, including but not limited to:  

• Housing sites, including market homes to buy or rent, affordable homes, specialist homes such as homes for older or disabled people and self-build and custom-build homes;
• Sites that could provide Gypsy and Traveller pitches or Travelling Showpeople plots;
• Employment and business sites, such as offices, leisure and retail uses, research and development, industry, logistics, and data centres;
• Sites that could be used for renewable energy;
• Community or environmental sites, such as public open space, Suitable Alternative Natural Greenspace (SANG) and sports pitches. 

The Council also welcomes site submissions that propose a mix of uses.  

The Call for Sites is not limited to a specific location and sites can be anywhere in the Borough. 

Sites must be able to provide five or more homes. For employment and business uses, a site must be at least 0.25 hectares or provide 500 square metres of floor space. There is no minimum size for land for other uses. 

How do I submit a site? 

Site suggestions should be submitted through our online portal which is available below.

This will allow you to identify site boundaries digitally, provide ownership, availability and technical information and upload supporting documents where required. Guidance is provided within the form to help you complete it.

Please note that submitting a site through the Call for Sites process does not guarantee that the site will be allocated in the Local Plan or granted planning permission.
