The Local Development Scheme sets out the timetable for preparing a new Local Plan for the Borough and for relevant supporting documents.

What is the Local Development Scheme (LDS)?

The LDS sets out the timetable for preparing a new Local Plan for the Borough and for relevant supporting documents.
 
In February 2025, the Council's Executive agreed an updated LDS. This did not change the timetable for preparing the Surrey Heath Local Plan 2019 to 2038 which is set out in the table below, but included an indicative timetable for preparing a future Local Plan referenced as the Local Plan Review 2026.

Since then, new national planning legislation and guidance has been put in place that will govern the preparation of the Local Plan Review 2026. In June 2026 the Council published a new timetable for the Local Plan Review, 2026 which replaces the indicative timetable in the LDS 2025. It should also be noted that due to delays in the Examination public hearing sessions for the Surrey Heath Local Plan 2019 - 2038, it is now anticipated that the Inspectors Report for that Local Plan will be received in the Autumn 2026.

Please note that Inspectors Report and the adoption of the plan are dependent on the Planning Inspectorate and the timetable for the Local Plan Examination.
