This appeal relates to the refused application ref.24/0428/OOU which was refused on the 06 June 2025 for the following reason:

The proposal would represent inappropriate development within the Green Belt by reason of countryside encroachment together with harm to the openness of the Green Belt both spatially and visually, as well as failing to meet the Golden Rules within paragraphs 155 and 156 of the National Planning Policy Framework December 2024 and the proposal would also be harmful to the character and appearance of the surrounding area. There are no very special circumstances that would outweigh the harm identified. The proposal is therefore contrary to the Section 13 of the National Planning Policy Framework and Policy DM9 of the Core Strategy and Development Management Policies 2012 DPD and emerging policies DH1 of the draft Local Plan 2019 and Policy WNP2.1 of the Windlesham Neighbourhood Plan 2018-2028.

Appeal process

The appeal is being heard under the public inquiry process. The start date and venue are as follows:

Start date and time: Wednesday 15 April 2026, 10am

Duration: The Inquiry is expected to last four days (Wednesday 15 April, Thursday 16, Friday 17, and Tuesday 21 April), but the duration is not fixed and will depend on how the evidence emerges. Outside of the start date, subsequent days will begin at 9:30am.

Venue: Council Chamber (2nd floor), Surrey Heath House, Knoll Road, Camberley, Surrey, GU15 3HD

You can attend the inquiry in person and with the Inspector’s permission, you may be able to participate. Please note that you will need to register your interest with Surrey Heath Borough Council in advance should you wish to attend. You can do this by emailing planning.appeals@surreyheath.gov.uk. Please state your name, email address, any contact details and your status in context of the appeal i.e., interested party.

Should you wish to speak during the inquiry please make yourself known to the Inspector on the day of the inquiry as the Planning Inspector will not respond to requests at the event in advance of the inquiry.
