Government Council Tax Support Fund 2023-24

Recognising the impact of rising bills, the government is distributing £100 million of new grant funding in 2023-24 for local authorities to support economically vulnerable households in their area with Council Tax bills. Local authorities will use most of their funding allocations to reduce Council Tax bills for current working age and pension age Local Council Tax Support (LCTS) claimants by up to £25. The remaining fund will then be used to further support vulnerable households with Council Tax bills. If you are in receipt of Local Council Tax Support there is no need for you to contact us as the reduction will be automatically applied to your Council tax bill for 2023-24.  More information can be found on the GOV.UK website.

Empty and Unfurnished Discount Changes 

The Council Tax collected by SHBC from just over 37,900 domestic properties is used to help fund vital local services provided by SHBC, Surrey County Council (SCC), Surrey Police and Parish Councils.

There is no discount offered in respect of property that is left empty and substantially unfurnished.

From 1 April 2022 properties designated as long-term empty and substantially unfurnished homes will be charges the following premiums:-

  • a 100% premium, where the property has been empty for more than two years
  • a 200% premium, where the property has been empty for between five and 10 years
  • a 300% premium, where the property has been empty for more than 10 years

Council Tax - Free Text Message Reminder Service

Council Tax pays for vital local services provided by SHBC, Surrey County Council, Surrey Police and the Parish Councils.

To ensure we collect this tax we issue reminders by post very promptly if the correct payment is not made on the due date.

Council Tax payers can choose to have a free reminder sent by text message prior to any recovery letters being issued.

This will not only give you a convenient, timely reminder, but will save on paper and postage costs for the Council, and be more environmentally friendly.

Surrey County Council Adult Social Care Precept

Surrey County Council Adult Social Care precept is part of the overall charge that is set to pay for the services delivered by the County Council.

This precept is levied by Surrey County Council and the money raised is ring-fenced to pay for Adult Social Care. The percentage increase of this precept is based on the overall Council Tax charge set by Surrey County Council but expressed against the Adult Social Care individual sum.

2022/23 Valuation Band D charge was £1629.39 of which £185.48 was in respect of Adult Social Care.

2023/24 Valuation Band D charge is £1675.08 of which £1217.94 is in respect of Adult Social Care.

Overall the charge has increased by 2.99% or £48.69 of which 2.0% or £32.46 is used to fund Adult Social Care. Therefore the Adult Social Care Valuation Band D charge rises from £185.48 in 2022/23 to £217.94 in 2023/24.

Surrey County Council have increased their overall Band D charge by 2.99%

Surrey Police and Crime Commissioner

Surrey Police and Crime Commissioner has increased their overall Band D change by £15.00

What does the Council Tax pay for?

For every pound collected, 74p will go to Surrey County Council to pay for services such as social services, schools and libraries, and 14p will go to Surrey Police Authority.

Around 11p will stay with the Borough Council to pay for services provided locally such as collecting rubbish and sweeping the streets, services for the elderly, caring for the environment, health and safety, planning, parks, open spaces and leisure centres. 1p will go to parish councils.

What are Special Expenses?

Special expenses are used as a mechanism to charge elements of the Council Tax to specific areas of the borough.

Surrey Heath Borough Council recovers an element of its Council Tax via Special Expenses. These charges are applicable in Camberley, Frimley, Frimley Green, Deepcut and Mytchett.

Special expenses are charged to ensure that non parished areas, which are Camberley, Frimley, Frimley Green, Mytchett and Deepcut, are charged a proportion of the cost of facilities such as open spaces directly which in parished areas are charged in a parish precept

In the interests of fairness and balance Surrey Heath Borough Council charges special expenses in Camberley, Frimley, Frimley Green, Deepcut and Mytchett to recover the costs of maintaining the assets it owns.

The figure quoted on individual bills for properties in the Camberley, Frimley, Frimley Green, Deepcut and Mytchett is dependant upon the overall level of “special expenses” recoverable each year.
