A resident of Bracknell Forest has been issued with a £1,000 Fixed Penalty Notice after being identified as responsible for fly-tipping in Bagshot.
CCTV footage showed the woman dumping two suitcases in the car park at Longacres Garden Centre.
Surrey Heath Borough Council's Corporate Enforcement team traced the culprit through a DVLA check for the registered keeper of the vehicle being driven.
The perpetrator was issued with a £1,000 Fixed Penalty Notice for fly-tipping, which is an offence under The Environment Act 1990. The fine is reduced to £800 if paid within 10 days.
Surrey Heath Portfolio Holder for Built Environment and Regulation Cllr Alan Ashbery said: "This action shows we are committed to tackling fly-tipping in our borough. We know it is an issue which residents care about, and supports our priority of protecting our environment and helping to keep Surrey Heath clean and safe.
"I'd like to thank our Corporate Enforcement team for their thorough work on this case and encourage anyone who has information about fly-tipping to report it via our website so it can be investigated."
Surrey Heath Borough Council takes a zero-tolerance approach to fly-tipping and will not hesitate to take enforcement action against those responsible. If you have information about a fly-tip you can report it on our website at the Environmental Offences webpage
