Support for West End community facilities improvements to be reviewed

Surrey Heath Borough Council will consider a request for extra funding towards improvements to the West End Pavilion at its next Executive meeting.  

The Executive is being recommended to approve the allocation of £85,000 of additional funding to West End Parish Council to contribute towards the Pavilion improvement works, estimated to total £450,000.    

If approved, the funding would come at no cost to the council or taxpayers, and would come from the Community Infrastructure Levy (CIL) fund. The CIL is a planning charge paid by developers for development taking place in the borough, and used by the council to help fund infrastructure to enable future development of the area.  

West End Parish Council has asked for a CIL contribution above the 15% standard parish contribution towards their pavilion refurbishment project.  

The project seeks to improve the facilities at the West End Pavilion, increasing further its popularity as a community facility, its sustainability and accessibility.   

The pavilion at Benner Lane is already a well-used venue for a wide range of activities which benefit the community.   

West End village has grown over recent years, with over 400 new houses, and the Parish Council wants to improve the community facilities accordingly.  

The Pavilion also acts as the Parish council office and meeting hall, and was last refurbished in 1990.    

The proposed refurbishment includes upgrading the heating, lighting, changing rooms and the addition of a public toilet.   

Surrey Heath Portfolio Holder for Built Environment and Regulation, Cllr Alan Ashbery said: “This project from West End Parish Council aligns with a number of our key priorities, including ‘Promote Healthier and more Inclusive Communities’, through the improved community facilities.   

“It also helps achieve our aim of ‘Supporting a Strong Economy and Creating More Homes’ by promoting vibrant villages and local centres.   

“And the refurbishment of the pavilion will also result in a reduced energy use and carbon emissions through the various energy efficiency measures, which is in line with our ‘Protect our Environment’ priority.”
