Help Shape the Future of Local Government in Surrey

On Friday 9 May, all district and borough councils in Surrey submitted their final Local Government Reorganisation Plan to the Ministry of Housing, Communities and Local Government.  

In response, the government has launched a formal statutory seven-week consultation.  

While not a traditional public consultation, it gives residents, community groups and stakeholders the chance to view the proposals and share their views via Citizen Space, an online citizen engagement platform. 

Surrey Heath Borough Council Leader Cllr Shaun Macdonald said: “The consultation presents a two-unitary model and a three-unitary model. 

“Both are financially sound but differ in their impact on local communities. 

"Importantly, either option depends on central government addressing long-term debt challenges across Surrey, particularly in Woking and Spelthorne. 

“The three-unitary model is supported by 9 of Surrey’s 11 district and borough councils, including Surrey Heath. It offers the strongest foundation for long-term services, democracy and economic growth. It also better reflects Surrey’s local identities, promotes neighbourhood engagement, and delivers greater value for money. 

“Residents are encouraged to support this local model and help prevent th

e creation of a centralised authority that could lose touch with our community’s needs.” 

The consultation closes on 5 August 2025, with a government decision expected in the autumn.
