Council highlights strong performance and financial progress

The 2024/25 End of Year Performance and Outturn reports showcase strong service delivery and encouraging financial progress, despite ongoing budget pressures and local government reorganisation plans.

Council Leader Cllr Shaun Macdonald said:  “The reports highlight key achievements and successes despite financial challenges, the delivery of an ambitious savings programme, along with proposed changes to the structure of local government in Surrey.”

85% of Annual Plan objectives were completed, with another 13% in progress.

Key achievements include refurbished playgrounds in Frimley, Lightwater and Mytchett, recycling upgrades adding 17,000 litres of capacity, and the submission of the Local Plan.

Cultural and leisure services also performed well, with 891,000 visits to Places Leisure Camberley, and Camberley Theatre achieving a 72% average attendance.

The Council supported vulnerable residents with nearly 39,000 Meals at Home and over 1,400 social prescribing referrals, double the original target.

Regeneration efforts in Camberley secured over £1 million for the London Road Block demolition and public realm upgrades.

Service performance continued to excel, with 96% of major planning applications processed within the designated timeframe, and 99% of environmental health complaints addressed within five days.

Financially, the council ended the year with an £8.7 million overspend, lower than the £9.3 million forecast.

Investment income reached £1.28 million against a £100,000 target, and a one-off rental adjustment added £1.3 million, both of which support our financial position.

Reserves closed at £22.2 million, a significant improvement over target, and £400,000 in planned transformation savings were delivered, with over £3 million expected by 2026/27.

Council Leader Cllr Shaun Macdonald, added: “Throughout this challenging period, council staff have remained committed to serving the residents and businesses of Surrey Heath, continuing to deliver key services and improve people’s lives whilst supporting a smooth transition into the unitary authority.

"These results reflect our commitment to service delivery and financial resilience ahead of future changes.

“I would like to thank them for the dedication and hard work they demonstrate every day.”
