Approval sought for improved waste facilities plan

A proposal to upgrade waste facilities in the borough will be discussed at the upcoming Executive meeting of Surrey Heath Borough Council. 

The plans focus on the waste collection depot at Doman Road, Camberley, which is currently operated by Amey on behalf of Surrey Heath Borough Council.  

The proposal involves leasing part of the existing site to Surrey County Council (SCC) as the Waste Disposal Authority, for redevelopment into a modernised and upgraded Waste Transfer Station (WTS). 

This redevelopment would add an additional 40,000 tonnes of bulking capacity to the waste network. It would also streamline the existing waste management and disposal processes, reduce unnecessary vehicle movements and support increased recycling rates. 

The development would replace the current temporary bulking shed at the site, which is in poor condition, and enable SCC to manage all of Surrey Heath’s recycling and waste at the new WTS. 

This upgrade is a key proposal within SCC’s Strategic Waste Infrastructure Plan, which aims to improve its waste management services over the next 30 years.  

The borough council is the Waste Collection Authority, and to accommodate this new development, its existing fleet and storage areas will need to be relocated to the west of the depot, which will require capital expenditure. The scope of works includes demolition of existing obsolete storage buildings, removal of the weighbridge, and resurfacing works to accommodate fleet parking.   

Both authorities recognise that once the planned Local Government Reorganisation is in effect and a new unitary authority is formed, waste disposal and waste collection responsibility will fall under the same authority. The improvement of the facility will futureproof the service and provide a sustainable way forward for the new unitary authority.   

Surrey Heath Portfolio Holder for Property and Economic Development, Cllr Kel Finan-Cooke, said: “This is a forward-thinking proposal which streamlines existing waste management processes in the borough, and brings them into line with other facilities across the county. 

“The increased capacity will help deal with rising demand for waste and recycling services. Reduced vehicle journeys will lower operational costs and carbon emissions, supporting our net zero targets while saving money. 

“Upgrading these facilities will futureproof the site for Surrey Heath residents.”  

If the scheme progresses, all potential economic development opportunities, including job creation, will be explored.
