Colonel John Pennycuick retired to Camberley in 1899, following a military career in the Indian Army. He was a British Indian Army Engineer and Civil Servant. He created the vision and a detailed plan for the Dam, then as Chief Engineer, delivered the project over eight years from 1887. The project provided a perennial supply of water to the Vaigai Valley in present day Tamil Nadu which changed the lives of the local community enabling them to farm the fertile land and build flourishing communities
