Please read this page before applying for a re-start grant
The Restart Grant was announced in the 2021 Budget. It is a one-off business grant available to non-essential retail businesses (Strand One), and hospitality, accommodation, leisure, personal care and gym or sport business premises (Strand Two).
The Restart Grant scheme is for businesses with a rate liability, that is you get a business rates bill or e-bill.
The one-off grant amounts that will be payable are as follows:
||One-off amount for non-essential retail premises (Strand One)
||One-off amount for hospitality, accommodation, leisure, personal care and gym business premises (Strand Two)
|Rateable value of exactly £15,000 or below
|Rateable value over £15,000 and less than £51,000
|Rateable value of exactly £51,000 or over
Businesses will be eligible for this support from 1 April 2021. Subject to subsidy allowance conditions (previously referred to as State Aid), businesses will be entitled to receive a grant for each eligible hereditament. Some businesses may receive more than one grant where they have more than one eligible hereditament.
Businesses that have already received grant payments that equal the maximum permitted subsidy allowances will not be eligible to receive funding. Please see further detail regarding subsidy allowances below.
Businesses that are in administration, insolvent or where a striking-off notice has been made, are not eligible for funding under this scheme.
Due to the significant changes in the new Restart Grant guidance provided to us by Government, it is necessary for us to run a new online grant application process for the Restart Grant scheme.
Subsidy allowance (was previously referred to as State Aid)
Subsidy allowance has now replaced State Aid following the end of the transition period and the UK’s exit from the EU.
The Restart Grant scheme is covered by three subsidy allowances:
- Small Amounts of Financial Assistance Allowance: you’re allowed up to £335,000 (subject to exchange rates) over any period of 3 years
- COVID-19 Business Grant Allowance: you’re allowed up to £1,600,000;
- COVID-19 Business Grant Special Allowance: if you have reached your limits under the Small Amounts of Financial Assistance Allowance and COVID-19 Business Grant Allowance, you may be able to access a further allowance of funding under these scheme rules of up to £9,000,000, provided certain conditions are met
Grants under these three allowances can be combined for a potential total allowance of up to £10,935,000 (subject to exchange rates and certain conditions being met).

You will need to tell us how much government funding (subsidy allowance) you have received over the past three financial years through the Restart Grant online application form (when available). Including any business grants paid out from Surrey Heath Borough Council over the past 12 months.
Once you have applied we have to carry out some entitlement and pre-payment checks and hope to make payment within 10 working days of a eligible application being made.
