Car on Double Yellow LinesWhat is a Civil Enforcement Officer?
A Parking Attendant will now be called a Civil Enforcement Officer (CEO) and will be required to fulfil a wider remit than previously under the Road Traffic Act (RTA). The Civil Enforcement Officer (CEO) will enforce under the regulations of the Traffic Management Act 2004.

Our Civil Enforcement Officers carry digital cameras and use them to take images of vehicles that are parking in contravention. These images will be used as supplementary evidence gathered by the Civil Enforcement Officer within the appeals process.

Civil Enforcement Officers are not contractors - they are directly employed by the Council. We aim to deliver a good quality of service in a fair manner, and to provide help and assistance, but we are there to enforce restrictions if people disregard them.

Will the work that a Civil Enforcement Officer carries out change?
A CEO's main objective remains to ensure that the parking controls are observed and enforced in a fair, accurate and consistent manner. However, a CEO's duties will also include related activities such as:

  • Inspecting parking equipment
  • Checking and reporting defective parking signs and road markings
  • Issuing information leaflets and warning notices where appropriate

There will be no link between the number of PCN's issued and pay, or other incentives for Civil Enforcement Officers.

Civil Enforcement Officers will be able to issue PCNs on any day and at any time that a parking restriction is in force.
