"Special Expenses" is expenditure incurred by a Council on providing a service within part of its area that in parished areas is performed by a Parish Council and charged through its precept. Special Expenses are then only chargeable to the Council's area that benefits from the function provided. The calculation does not alter the total value of resources raised from Council Tax payers but rather enables the Council to charge households within the non-parished area more than those in the parished areas that receive some services from their local parish council rather than from the Borough Council.
The charge for Camberley represents part of the cost of maintaining open spaces, verges etc in Camberley which in the parished areas are maintained by the parish council and precepted for. This charge of £178,000 is therefore only charged to the residents of Camberley and frimley rather than across the whole borough. This has the effect of adding £7.47 to an average band D bill. However this compares to between £33 and £40 added to bills in those areas that are parished so in fact Camberley and Frimley's total council tax is in fact cheaper than the other areas of the borough.
