Local Development Framework (LDF)

New planning legislation introduced through the Planning and Compulsory Purchase Act 2004 has resulted in significant changes to the planning system. Local planning authorities are required to produce a new plan (Local Development Framework) for their areas to replace existing Local Plans. The LDF for Surrey Heath consists of a portfolio of Local Development Documents (LDDs) that set out the future planning strategy for the Borough. These documents include:

Development Plan Documents (DPD)

A Development Plan Document contains detailed policies setting out key land use objectives, uses for specific sites or listing the criteria used to determine planning applications. The documents will help you to understand where new development will be built, why some may not be built and why we might approve or refuse a planning application you submit.

Supplementary Planning Documents and Guidance

SPD's provide additional guidance on matters covered by Development Plan Documents

Current Supplementary Planning Documents

Other Planning Guidance (please note these documents are advisory only)

Supplementary Planning Guidance supports the Surrey Heath Local Plan (Saved Policies 2007). These documents are not 'saved' but retained as advisory only.

Other Local Development Framework Documents

Local Development Scheme (LDS)

The Local Development Scheme (LDS) explains what each of the documents in the LDF are, what areas they cover and how they relate to each other. The scheme also sets out a timetable for the production of new documents.

Statement of Community Involvement (SCI)

The Statement of Community Involvement (SCI) is the Councils' commitment to consulting the community on planning issues including the LDF and Planning Applications.

LDF Evidence Base

Annual Monitoring Report

Progress in implementing the LDS and the operation of the policies of the LDS will be monitored through the Annual Monitoring Report. This will be monitored for the year from April to March and must be published by the following December. This will also indicate if policies require revision or if new documents need to be prepared.

Evidence Base to support the LDF

The Evidence Base consists of studies that have been prepared to help inform future planning policies and guidance that are being prepared as part of the LDF.
