Strategic Housing Land Availability Assessment


Surrey Heath is proposing a housing target of 3,240 dwellings between 2011 and 2028 in its Core Strategy & Development Management Policies DPD.

The Government's Planning Policy Statement 3:Housing (PPS3) indicates that Development Plan Documents should make provision for 15 years supply of housing. The Council's monitoring information indicates that some 875 dwellings were built in 2006-11.

To assess how the Council can meet the housing requirement we are required by Government, in accordance with PPS3, to carry out a Strategic Housing Land Availability Assessment (SHLAA). A SHLAA must,

  • Identify sites with potential for housing
  • Assess their housing potential; and
  • Assess when they are likely to be developed.

The SHLAA does not make decisions about which sites should be allocated for development in the Local Development Framework. Rather, it provides evidence about the potential sites the Council can choose from so that it can demonstrate in the LDF's Core Strategy and Development Management Policies DPD that there is adequate provision for the amount of new housing it has to plan for. The SHLAA is therefore a technical document and is not stating policy. It does not allocate land.

However, the SHLAA will help to inform choices as to which sites should be selected in due course as part of the preparation of the Site Allocations DPD.

The SHLAA was consulted with and advice sought through a joint Housing Market Partnership covering Surrey Heath, Hart and Rushmoor Council's.

The Council has previously undertaken SHLAA work which was published in 2009 & 2010.
