On the 1st February 2009 Surrey Heath Borough Council introduced interim guidance for the purpose of securing developer contributions towards a range of infrastructure. It will apply to most residential and commercial planning applications received and validated after that date.
The Surrey Heath tariff scheme and levels of contributions have been drawn from work carried out by the Surrey Collaboration Project. It is expected that the interim guidance will be adopted as a Supplementary Planning Document later in 2009.

Contributions will be required for any development providing net additional dwellings as well as any development for new commercial floorspace of 100sqm or above, however there are exemptions to some or all of the tariffs depending on the development proposed. A contribution will also be required towards Thames Basin Heaths SPA mitigation for all net additional dwellings proposed. The contribution sought for this should be discussed with the Council in the first instance as contributions may vary.

When submitting a planning application requiring contributions the summary sheet from the calculator should be printed off and submitted with the planning application, or if submitted electronically the spreadsheet should be saved and then attached with the on-line application. A copy of a completed draft unilateral undertaking (UU) can also be submitted with the application, or during the application process provided that it is received within sufficient time prior to the application target date. Please note that the tariff scheme should be used as a guide for major developments, and contributions for these schemes will be assessed on a case by case basis.
