1APP Planning Portal LogoOn 6th April 2008, the government introduced a standard application form for the submission of planning applications across England, known as the 1APP form.

The 1APP form replaced application forms which local authorities produced themselves: all application must be submitted on the standard application form. This is a mandatory requirement under the Town & Country (General Development Procedures) Order 1995.

The purpose of the standard form is to ensure a quicker, more predictable and efficient planning service, so that developments which require more than one type of consent under the planning regime can be applied for on one application form. In addition to the national requirements indicated for each submission (at the back of each 1APP form), there are a number of local requirements: these are outlined on the Planning Portal website www.planningportal.gov.uk Opens in a new window when submitting an application to Surrey Heath Borough Council or in the Advice Notes and Checklists under the relevant type of application form (see below).

The different forms required for planning permission are listed below. Before completing your forms, please see the relevant section (please note the National Requirement is to submit 4 copies of each form):

Application Types
Householder Application
For all domestic extensions and development within the curtilage of a residential property, including a loft conversion, a new or altered access, a satellite dish, a wall, gates or fence, a garage or outbuilding.
 
Full Planning Application
For submitting all the details of new buildings, including new houses (but not householder extensions), engineering works or extensions to commercial or industrial buildings. Includes Changes of Use. Also used for full Telecommunications' Applications.
 
Outline Planning Application
If you are proposing to undertake development but do not wish to submit all the details at present, and would like to 'reserve' some or all of the details for future consideration.
 
Reserved Matters Application
These applications follow approval of Outline where details have not been previously agreed.
 
Application for Consent to Display an Advert or Sign
For displaying an advert only or an advert on a shop front.
 
Removal or Variation of a Condition
It is important that justification is given when applying for a Removal or Variation of a Condition.
 
Application for approval of details reserved by condition (Details to Comply)
Requests to discharge conditions must be submitted using this form: a fee is now payable for the service
 
Prior Notification Procedure
This relates to Telecommunications and/or Agricultural or Forestry Development.
 
Renewal of an Existing Planning Permission
For a new planning permission to replace an extant planning permission, where the applicant is seeking to extend the time limit for implementation.

(Note: it is not possible to use this procedure where the development has already commenced, where the permission or consent has already expired at the time of application, or where the permission/consent was granted after 1 October 2009. In these cases, a new application will have to be made.)
 
Certificate of Lawfulness (Existing Use)
Application for a Lawful Development Certificate for an existing use or operation or activity including those in breach of a planning condition.
 
Certificate of Lawfulness for a Proposed Use or Development
Application for a Lawful Development Certificate for a Proposed use or development (officially confirms if something is Permitted Development).
 
Conservation Areas: Demolition in a Conservation Area plus New Development
 
Listed Building Consent
Any listed building work, including Planning Permission or internal changes.
 
Application for a Non Material Amendment
Application for a Non-material Amendment following a Grant of Planning Permission.
