The Surrey Heath Local Plan was adopted in December 2000.  The plan was prepared following a major consultation period during 1996 and the preparation of a set of 11 Topic Papers outlining changes to the Surrey Heath Local Plan 1994.  As a result of comments received, the Surrey Heath Local Plan Deposit Draft was produced in 1998.  Proposed changes were produced in 1998 where amendments to the Local Plan Deposit Draft could be agreed by the Borough Council.  A Local Plan Inquiry was held in 1999 into unresolved objections to the Deposit Draft.  The Inspector's Report was received in October 1999, and the Council's response to the Inspector's Report and Proposed Modifications to the Deposit Draft were approved in May 2000.  These Proposed Modifications were placed on deposit from May - July 2000, and following consideration of representations received was considered that a second Local Plan Inquiry was not required.  The Surrey Heath Local Plan 2000 was adopted on 8th December 2000.

Saved Policies - Attached is the letter and list from the Secretary of State that shows those policies that are saved from 27th September 2007.


The Local Plan covers the period until the year 2006.  Within the Local Plan, broad objectives for new development are set out:

Policy H1 identifies a provision for a net increase in the housing stock of at least 1458 dwellings between 1998-2008, with Policies H2 & H3 identifying sites for housing development upto 2006.

Housing sites identified in Policies H2 and H3 were subject to an initial selection process which sought to:

a. Identify as much housing development as possible from existing urban areas and rural settlements;
b. Identify "brownfield sites" outside settlement areas which can be made acceptable in locational terms;
c. Identify countryside land not in the Green Belt, including housing reserve sites where this is close to existing facilities and services, including public transport and which is not of recognised importance for environmental or recreational reasons and which can overcome any traffic related concerns.

Policy TC18 supports mixed use development schemes within Camberley Town Centre in accordance with advice in Planning Policy Guidance Note 6 "Town Centres and Retail Developments" (June 1966).  Mixed use development is proposed at Land West of Park Street as set out in Policy TC19 and is encouraged at London Road through Policy TC20.

Development within use classes B1-B8 will be encouraged within Core Employment Areas within Camberley and Frimley (Policy E2).

Policy H10 seeks to secure a minimum of 220 units of affordable social housing from housing sites allocated in the Local Plan and by negotiation on any other suitable sites that may come forward.

On housing sites of more than 25 units, some houses suitable for elderly people and/or suitable to meet the needs of people with disabilities will be sought.

A cycle network is being identified within the Borough, and will be implemented through direct investment from Surrey County Council and Surrey Heath Borough Council and by achieving links from development schemes.  Policy M13 seeks the provision of cycle paths on major housing sites and major business, retail or leisure development.

Within new developments, Policy M15 seeks to ensure adequate provision is made within the highway layout to enable public transport to gain access to or serve the development.  Financial contributions may be sought from developers for improvement to public transport services and infrastructure.
