What is the Validation of Planning Applications Supplementary Planning Document?

The Validation of Planning Applications Supplementary Planning Document (SPD) will form part of the Local Development Framework for Surrey Heath.

The SPD is intended to:

  • Add to the set of national requirements of details and matters required to be submitted in order to make an application valid, by setting out a local list of requirements that will also have to be satisfied

The SPD was adopted by the Council's Executive Committee on the 17 June 2008.

Previous Stages in the Preparation of the Validation of Planning Applications Supplementary Planning Document

Set out below are the stages of preparation carried out prior to adoption of the SPD.

Consultation on the draft SPD and SA

The Validation of Planning Applications Draft Supplementary Planning Document was available for consultation from Monday 25th February to Monday 7th April 2008.

Early Stakeholder Consultation

The Council undertook an Early Stakeholder consultation between 23rd November and 21st December 2007 which sought views on what information should be requested to accompany planning applications.

A total of eight responses were received and along with Officers comments, are set out in the consultation statement below.

Sustainability Appraisal Scoping Report

The Scoping Report is the first stage in the SA process of producing the SPD. The Report sets the context of the SPD by:

  • Identifying other plans, policies and programmes that may influence the content of the SPD.
  • Gathering relevant baseline information to inform the SPD.
  • Identifying issues and problems that need to be addressed when producing the SPD.
  • Developing a framework for appraising the SPD to identify the key sustainability effects.

A consultation was carried out on the Sustainability Appraisal Scoping Report for the Validation of Planning Applications Draft SPD between 21st December 2007 and 25th January 2008. At the same time the Council produced and consulted on an SEA Screening Assessment.
