Deciphering the Jargon

The Local Development Framework has introduced an entire new language of acronyms and terminology. This guide should assist in the deciphering of the worst of the jargon giving you the opportunity to gain a better understanding of the new planning process.

Local Development Framework (LDF) - This is the name given to the new local planning system that came into effect under the Planning and Compulsory Purchase Act 2004. It will replace the Local Plan system that is currently in place. The LDF consists of a folder of documents made up of Local Development Documents (LDDs)

Local Development Documents (LDDs) - These are the folder of documents that make up the LDF.

Development Plan Documents (DPDs) - These are the core documents within the LDF. Combined they form the basis for planning within the Local Authority area and will include policies that guide development in the Borough. Development Plan Documents are a statutory element of the LDF and will be subject to an independent examination by an Inspector.

There are five stages in the preparation of Development Plan Documents:

  • The publication of an Issues and Options paper for consultation
  • The publication of a Preferred Options paper for consultation
  • A Submission Draft to the Planning Inspectorate
  • An Examination by an independent Inspector
  • Following the Inspectors binding report amendments may then be made before the Development Plan Document is finally adopted


Supplementary Planning Documents (SPDs) - These are non-statutory documents used to supplement policies and strategies set out in the Development Plan Documents. They can cover a wide range of issues from conservation area appraisals through to guidance on how individual sites should be developed.

Local Development Scheme (LDS) - The Local Development Scheme sets out the timetable for the documents that we will be producing as part of the Local Development Framework. It provides a starting point for you to see what documentation this Council will be producing and at what stage you can become involved in the Local Development Framework process.

Statement of Community Involvement (SCI) - The SCI sets out the Councils' commitment to consulting the community on the Local Development Framework and planning applications.

Sustainability Appraisal/Strategic Environmental Assessment (SA/SEA) - To ensure that policies and proposals in the Local Development Framework contribute to sustainable development they will be subject to SA/SEA.. SA/SEA ensures that social, environmental and economic concerns are addressed and fully integrated into the production of a document and that a balance of these issues is achieved as far as possible.

What is sustainable development? - There are many definitions of sustainable development however the most common and widely accepted is that adopted by the World Commission on Environment and Development in 1987:

"Development that meets the needs of the present without compromising the ability of future generations to meet their own needs"

Sustainable development seeks to balance environmental, social and economic considerations.
