There is now an international commitment to achieving sustainable development. One of the means by which sustainable development can be achieved is through the land use planning process and particularly through the production of Local Development Frameworks (LDF).
Sustainability Appraisal/Strategic Environmental Assessment
To ensure that policies and proposals in the Local Development Framework contribute to sustainable development they will be subject to a Sustainability Appraisal (SA), incorporating the requirements of the EU Directive on Strategic Environmental Assessment (SEA).
SA/SEA ensures that social, environmental and economic concerns are addressed and fully integrated into the production of a document and that a balance of these issues is achieved as far as possible. By undertaking a SA/SEA it is possible to look at a range of objectives and policies contained within various documents and examine how they contribute towards sustainable development by looking at their social, environmental and economic effects. By identifying potential issues at an early stage it is then possible to amend the policies/plans to ensure that they are as sustainable as possible.
The process consists of a number of key stages:
| Stage A | Setting the context and objectives, establishing the baseline and deciding on the scope |
| Stage B | Developing and refining options and assessing effects |
| Stage C | Preparing the Sustainability Appraisal Report |
| Stage D | Consulting on the preferred options of the DPD or draft SPD and the SA/SEA report |
| Stage E | Monitoring the significant effects of implementing the DPD |
Sustainability Appraisal/Strategic Environmental Assessment Reports
A SA/SEA Scoping Report was produced for the Surrey Heath Borough Council LDF. This Scoping Report will be used to support all Development Plan Documents and Supplementary Planning Documents with any additional detail of relevance to a particular document included in a separate Scoping Report.
