Core Strategy & Development Management Policies DPD
What is the Core Strategy & Development Management Policies DPD?
The Core Strategy & Development Management Policies Development Plan Document (DPD) is a key document forming part of the Local Development Framework (LDF). The document will set out the Council's strategic approach to development across the borough up to the year 2026, and will also set out more detailed guidance on a range of policy issues for the management of development.
The Core Strategy section sets out the overall approach to development across the borough, such as how much development should be accommodated, its broad location and when it should come forward. It will also address the overall approach to issues such as affordable housing, retail growth and employment. The Core Strategy sets out the overall vision for how the borough will be shaped by development and how it will look in 2026. The vision is supported by objectives and core policies. As part of this work the Strategic Housing Land Availability Assessment is also being prepared.
The Development Management Policies section will set out the Council's approach to a range of policy issues where a greater level of detail is required to guide new development.
Stages of Preparation
The Core Strategy & Development Management Policies DPD is being prepared under the new Town & Country Planning (Local Development)(England) Regulations 2008. Under the new 2008 Regulations DPD's must go through an initial options stage, followed by a pre-submission consultation stage, after which the DPD will be submitted to the Secretary of State for consideration at an Examination in Public (EIP).
The Core Strategy & Development Management Policies DPD has reached its first stage of preparation, namely an options document.
The Core Strategy & Development Management Policies DPD Options
The options document sets out all of the options considered for each policy issue and although no longer a requirement under the 2008 Regulations the document also sets out the Council's preferred approach to each issue. Where possible, the options document also includes examples of how a future policy may look, although this is not a requirement at this stage of plan preparation as detailed policy wording will be subject to consultation at the pre-submission stage.
In preparing the options document the Council also undertook an Interim Sustainability Appraisal (SA). The SA tests each of the options in terms of their social, economic and environmental impact and has been used to inform the choice of preferred approach.

Next Steps
Following consultation of the Core Strategy & Development Management Policies DPD options, the Council will consider any comments raised and begin preparation of the pre-submission DPD and SA report. It is estimated that consultation on the pre-submission document will take place in the spring of 2009.
Following pre-submission consultation, it is the Council's intention to submit the final Core Strategy & Development Management Policies DPD to the Secretary of State in the summer of 2009.
Previous Stages of Preparation
The Council has previously undertaken work on three separate DPD's namely, the Core Strategy, Housing Needs DPD and Development Control Policies DPD.
Work on the Core Strategy reached the preferred options stage under the old Regulations in 2005, but was put on hold, due to issues surrounding the Thames Basin Heaths Special Protection Area (SPA). Since this time the closure of the Princess Royal Barracks, Deepcut has been announced and will now become a vacant site within the lifetime of the LDF. Advice from Government Office for the South East (GOSE) also stated that the Core Strategy could be combined with Development Control Policies.
To take advantage of these opportunities and the simplified 2008 Regulations the Council has decided to return to an options stage which amalgamates the Core Strategy, Housing Needs DPD and Development Control Policies DPD into one document.
