Pre Application and Permitted Development Advisory Note

Meetings can be requested in respect to proposals involving 5 units or more, mixed use and commercial/industrial schemes involving more than 500 sq m. of gross floor space.

At present the Council is only able to offer up to two, one hour meetings (£350 each) and one, two-three hour meeting (£700) per week (This will be increased when staff resources permit). In order for the Council to prioritise meetings it is imperative that full written details and plans are presented in advance of the meeting.**

Requests for meetings will be assessed by Officers within 5 working days of receipt of a request and following this applicants will be advised by telephone or in writing if they have been successful. Successful applicants will be asked to submit the appropriate fee to the Borough Council within 5 working days. Failure to pay the necessary fee within the required time scale will result in cancellation of the meeting and return of late fee. Upon receipt of the payment a meeting date will be arranged by the Case Officer. Generally one hour appointments will be on Tuesday mornings at 11am and three hour appointments will be arranged on Tuesday mornings starting at 10am.

Applicants will be advised by telephone or email after assessment if they have not been successful in respect to their meeting request. Where Officers decide proposals do not warrant a meeting applicants will be given the opportunity to have their enquiry responded to in writing. Where Officers are of the view that a meeting could be beneficial applicants will be given the opportunity to either have their meeting request brought forward to the following week's allocation or alternatively have their proposal responded to by a Planning Officer in writing. 
 
It will be at the discretion of the Head of Built Environment, if there are multiple requests for meetings, to determine which submission should have priority. Priority will normally be given to larger development proposals, proposals involving enforcement issues and other applications which have a significant planning impact on the Borough. There will be no right of appeal against which applications are prioritised.
 
Where meeting are arranged Officers will be required to keep within the set time limits imposed. 1 hour meeting will not be extended to 3 hour meetings.

Following the meeting the Case Officer will forward to the applicant a Statement of Pre Application Advice normally within 10 working days which will provide you with an informal Planning Officer assessment of the proposal. This view will be made without prejudice to the proper consideration of your application by the Planning Applications Committee (where applications are not delegated to the Head of Built Environment to determine).

Notes 
* For minor household developments (eg. extensions to dwellings, sheds, porches etc) either complete a pre application planning enquiry form (download the enquiry form Opens in a new window) or submit a letter setting out your proposals together with appropriate plans which should include a site location plan scale 1:1250, a block plan showing the boundaries of your property, the position of the existing dwelling and the position of the proposed development scale 1:50, 100, 200, 500 as appropriate together with any other information that you believe would help the authority to assess your proposals (photographs for example).
 
  
** For larger proposals such as new houses or commercial proposals please submit a  scaled site location plan (1:1250), Block plan showing existing development on site and proposed development (1:500), elevations, existing and proposed (1:50,100, 200, 500 as appropriate), street scene elevation, photographs, and any other additional supportive evidence that may assist the Council in assessing the merits of your proposal.
