The brownfield land register provides publicly available information on previously developed (brownfield) sites in Surrey Heath which offer realistic potential for housing development. 

Government regulations require the Council to update the information relating to existing entries in their registers at least once a year.  

Brownfield land registers consist of a Part 1 and a Part 2.

Part 1 provides details of all sites included in the register. Part 2 list those sites which have also been granted Permission in Principle (PiP), which is similar to an outline planning permission.

Thames Basin Heaths Special Protection Area 

The Borough of Surrey Heath is entirely impacted by the Thames Basin Heaths Special Protection Area (SPA). All net additional C3 residential, C4 and some C2 development within Surrey Heath therefore relies on avoidance measures under the Habitat Regulations (HRs), with no new development being permitted unless avoidance measures are provided to mitigate a developments impact on the Thames Basin Heath Special Protection Area.  A site may not fall within Part 2 of the brownfield land register if the development would be prohibited under habitats legislation. The development would be prohibited under habitat regulations unless mitigation is secured at the time of inclusion.

The primary avoidance measure is either the provision of or contribution to Suitable Alternative Natural Greenspace (SANG). Further information and guidance is available within the Thames Basin Heaths Special Protection Area Avoidance Strategy Supplementary Planning Document 2019.

With regard to sites that are already permissioned, it is considered unnecessary to allocate them for Permission in Principle. Therefore, permissioned sites will not be entered onto Part 2 of the Brownfield Register. Sites for which development has already commenced will not be included in the Brownfield Register.

Surrey Heath Brownfield Land Register 2022

The Council has published the Draft Strategic Land Availability Assessment (SLAA) 2019 and this forms the basis for sites included in the Brownfield Land Register 2022.
