Strategic Housing Market Assessment 2016

Hart, Rushmoor and Surrey Heath jointly commissioned consultants to carry out a Strategic Housing Market Assessment (SHMA). The three authorities form a single Housing Market Area (HMA) and national planning guidance requires us to identify future housing needs across this area. The SHMA is an essential part of the evidence base in preparing future Local Plans and its purpose is to identify the objectively assessed housing needs across the Housing Market Area between 2014 to 2032. The Study also looks at affordable housing requirements, requirements for different dwelling sizes and the need for specialist housing.

2009 SHMA

In 2009, Surrey Heath Borough Council, Hart District Council and Rushmoor Borough Council prepared a Strategic Housing Market Assessment for their housing market area.

In February 2010 the three local authorities of Surrey Heath Borough Council, Hart District Council and Rushmoor Borough Council set up a joint Housing Market Partnership (HMP).

The role of the HMP is to discuss and advise on each Council's Strategic Housing Land Availability Assessments (SHLAA) and other housing market issues.

The HMP brings together the three local authorities, house builders, registered social landlords and planning agents operating within the three local authority areas. Terms of reference have been agreed by the HMP and these can be viewed via the link below:
