Surrey Heath Borough Council - Change in Executive Arrangements

Notice is hereby given that Surrey Heath Borough Council will, at a specially convened meeting on 8 December 2010, resolve to operate, with effect from the third day after the May 2011 local government elections, the leader and cabinet executive (England) model of executive arrangements (also known as the indirectly elected strong council leader model) as set out in Section 11 (2A) of the Local Government Act 2000.

The main features of the new executive arrangements are as follows:

1. Election of the Leader
The Leader will be elected by full Council at its first meeting following the post-election annual meeting. The term of office of the Leader will be four years starting on the day of their election as Leader and ending on the day of the next post-election annual meeting unless they are removed from office by resolution at a meeting of the full Council and supported by at least two-thirds of those councillors present, or resigns or ceases to be a councillor before that day.

2. Scheme of Delegation /Appointment of the Executive
The Leader will determine the scheme of delegation for the discharge of the executive functions of the Council; the size of the Executive and will appoint between 2 and 9 other councillors to form the Executive (be known to as portfolio holders), and the areas of responsibility to be allocated to the portfolio holders. The Leader may at any time remove portfolio holders from the Executive and change portfolio holders' areas of responsibility.

3. Appointment of Deputy Leader
The Leader will appoint one of the portfolio holders to be the Deputy Leader. The Deputy Leader will hold office until the end of the Leader's term of office unless that person resigns as Deputy Leader; or is removed from office by the Leader; or ceases to be a councillor.

Copies of a document setting out the provisions of the arrangements are available for inspection by members of the public at Surrey Heath Borough Council, Surrey Heath House, Knoll Road, Camberley, Surrey, GU15 3HD between 8.30 am and 5.00 pm Mondays to Thursday and 8.30 am to 4.30 pm on Fridays.
