Surrey Heath Borough Council is a Shire District Council. It is situated in Northwest Surrey with Camberley its main town, the Borough covers 36.5 square miles and, although largely rural with attractive heathland areas of international importance, it has seen significant expansion over the last two decades as a result of residential and light industrial development. Easy access to London by the M3 motorway (8.5 miles of which runs through the Borough) is also a factor in Surrey Heath's growth.

There are approximately 80,000 residents in Surrey Heath and approximately 2,200 businesses. The Borough has a high proportion of owner/occupier housing, and with car ownership currently running at two per household. Surrey Heath is recognised as one of the most affluent areas in the country and has strong military connections with the Staff College, Camberley, the Royal Military Academy, Sandhurst and the Royal Logistic Corps headquarters at Deepcut.

The Council aims to achieve non-discrimination, with fair and transparent procedures and equal treatment of all potential suppliers. With this in mind, these guidelines have been prepared to ensure that all potential suppliers fully understand the procedures and processes involved assisting potential suppliers to do business with the Council.

The Council revenue spend on goods, works and services is approximately £10m per annum on a variety of things such as, refuse collection and re-cycling, grounds maintenance (parks, open spaces and amenity verge), maintenance and IT.
