Comprehensive Performance Assessment

What is Comprehensive Performance Assessment (CPA)?
In 2002, the Government introduced Comprehensive Performance Assessment (CPA) to access how well Council's perform. The objective of CPA is to help improve services delivered to all communities. The Audit Commission evaluate every Council's performance and make a judgement about the services provided, and the ability to improve. This assessment is scored as excellent, good, fair, weak or poor.

Surrey Heath's CPA inspection took place in December 2003 and involved pulling together existing information on our performance and achievements based on evidence from ourselves, external partners and auditors.

The Audit Commission judged Surrey Heath to be a 'fair' council.

The Improvement Plan agreed with the Audit Commission following the assessment has been updated and renamed the Surrey Heath Improvement Plan

In February 2007 the Executive agreed the key issues to be included in the Plan to maintain continuous improvement. The new plan provides for greater flexibility in dealing with the key issues which are Member Development, Organisational Development, Equality and Diversity, Communication, Performance Management, Risk Management, Procurement, Joint Working, Legislative Changes, Housing and the Benefits service. Nine of the eleven areas identified are monitored by the Policy and Audit Scrutiny Committee, the remaining two - Benefits and Housing by the Community Services Scrutiny Committee. The Plan is reviewed annually by the Executive.

The Council is also annually assessed by the Audit Commission on its Direction of Travel (DOT) This is part of the Annual Audit and Inspection Letter.

The future of CPA
Although single tier, unitary and County Councils have continued to be subject to CPA, District councils have not and with the phasing out of CPA to allow for the introduction of Comprehensive Area Assessment (CAA) in 2009 it is not anticipated that the Council will be assessed again in the near future in this way. CAA though will assess the Council through it's direction of travel and use of recourses assessments.
