Housing IconAt 81%, the Borough has a high level of owner occupation (national average is 68.9%) with 9% social housing and 10% rented privately. House prices are amongst the highest in the country outside London which could result in a skills and key worker shortage in the Borough. This has particular implications for the public sector as well as making it difficult for people trying to enter the housing market for the first time and private sector workers on lower incomes. Affordable housing, especially shared ownership, is one of the Council's priorities, though not the highest.

Surrey Heath is also within a region which has strong economic growth. As a result, there has been increasing pressure on local housing and employment markets.This has exacerbated skill shortages with many employers now competing for staff, putting additional pressures on local public services which are finding it more difficult to match rates of pay in the private sector for particular skills. Skill shortages may include teachers, nurses, police and others such as refuse collection staff, plumbers, cleaners, bus
drivers, catering staff, building control officers, planners, solicitors, accountants, environmental health officers and housing benefits assessors.The Council is working with others to improve the provision of low cost homes for key workers through a number of developments. However, currently the proposed Special Protection Areas (SPAs) are having an adverse effect on the Borough's ability to deliver the number of affordable houses to meet identified need.
